Yes, due to Idaho state law nobody under the age of 21 can enter the pub.

Do we need to bring our own cups and ping-pong balls?

Nope, everything needed will be provided.

Will we get the entire bar to ourselves?

You will get at least 1 of the beer pong tables reserved for your group during your ~90 minute tournament, and your host/referee will make sure of that. However, the general public is still allowed in the bar during this event unless you also pay the venue rental fee shown at https://voodoocellarboise.com/reserve-boise-bar.
